watchtowers Sala region

Why is it that the watchtowers in the Sala region in the mountain region under Sala doesn't work

BTW I'm playing Rome

Sala is far left close by Tinges en Gader (Africa)

Sometimes watchtowers don't work for a variety of reasons. If you march an army to it, then away, it should work again.

as you can see i have a couple of watchtowers over there first i thought i put them on the wrong places (mountains)

I'm aware of that they can fail because there is a rebel or enemy unit close by

i did a sweep a couple of times with spy's and cavalry but there was nothing i had it from the beginning its not a very big problem just annoying

Sometimes they just don't work if they are near the edge of the map, but those seem to be far enough away...
