So are ca just rebalancing the unit stats or are they going to fix the lag and redesign the foyer or add more chat options or make game setups easier?

As far i know, lag will keep same, since they are not goin to reprogramming the whole engine! So all we can expect is some balancing. Lag will keep same and also the basics keep same.

All in all, the real problems wont be touched.

Exatcly. CA will fix a few thins , but not of the real issues
