Yeah I had the same problem but all you have to do is upgrade the barracks and you should see new units. There is no message saying the reform has occured really, you just have to keep building and it will happen.

Well, I definitely didn't edit the EBBS, and I have been getting winter every 4 turns like I should.
The game keeps crashing when I reach a certain turn, so something must've went a bit t!ts up. I will just start a new a game. Thanks for your help.
