Will seige weapons be more effective or cause more damage if used from height?

I don't know about height, i'm guessing probably for cannons any way.

I have read that they do get better, more precise, after each shot IF they are shooting at the same still target. Kind of makes sense.

That's why they won't be too hot against fast moving loose ranked troops.

Why cant cannons fire down, if they were angled correctly i think itd be cool

I'd think if an early cannon was firing down the cannon ball would roll out of the barrel. Which would be kind of embarassing, "Fire zee... load zee cannon.. Fire ze... load zee cannon."

    ROFL!

something like a balista would work pointing down and a catapul or trebuchet wouldnt because the ball arcs and doesnt need to be angled...

well, with a trebuchet or satapult etc. being on a gill, they'd fire the rock even higher into the air...the rock would have greater speed and momentum, so i think maybe the bounce will be made bigger by it...as for power, still just gonna squash the poor buggers underneath!

I dont think any of the cannons can fire beneath "point blank" - thus placing them on elevation just effectively increases the minimum range due to the additional "height range" even at "point blank".

    (Point blank being zero elevation[ish])

Try out some of the catapult mods. It seems to me that the higher you are when firing a catapult, the more it bounces. Pretty crazy to see it lob a rock at the bottom of the hill, hit six knights, bounce off the top of the hill and fly into some archers hidden in the trees.
