Well CA has said that they're programming the AI for Empire TW differently from how they have in the past; supposedly, the diplomatic & military AI will finally be combined into one. They've admitted that in the previous titles, the diplomatic AI and military AI didn't really speak to each other that much, thus leading to the well-known phenomenon of factions signing treaties and then breaking them a turn or two later.

Now of course there's no way to know just how well it'll actually work out, but at least CA has acknowledged the problem and are trying to solve it. We can but wait and see.
