I doubt it. And if there is any at all, it's probably a very shabby, badly programmed product from developers who set their goals higher than they could reach.
It's a bit sad since I'd also be interested in such a game, but i can't think of any. Supreme Commander has big maps, but no real world map or anything, Some Sudden Strike games also feature naval artillery I think, but no world map either. Then you have games with a world map but battles are calculated.
