No he didn't; as far as the time period is concerned. Only after 1870 did this Dutch 'Empire' start to take shape.
EDIT: Gah, the area wasn't even called Belgium during the time frame.
The Dutch were in what is now New York State in the 1600's I do believe, not to mention the Dutch Carribean, the Antilles methinks, and Dutch Guiana.
