Once i had a 10 star diplomat who, well, it was more like a 13 or 14 star diplomat since he continued to get traits as "multilingual" and "translator" for example. He also had a 10% discount in bribing people due to other trait he got meanwhile. I put him close to the pope, in order to sucessfuly bribe him :)
