Yes, and only particular factions have access to elephants. African forrest elephants can be recruited in both the three provines south of Egypt (Ptolemais Theron, Meroe and Axum) and the six provinces west of Carthage (Ipone, Kirtsam, Tuat, Siga, Tingis and Sala), but African bush elephants can only be recruited in the former. Indian elephants can be found in the nine provinces to the south and east of Bactria: Bactria herself, Kophken, Prophtasia, Karmana, Alexandropolis, Pura, Taksashila, Opiana and Ptala. The Epeirotes can also recruit Indian elephants in Ambrakia.

what factions can recruit (not hire mercenaries but recruit) elephants?

I've always wondered if my Lusotannan king could strolled into Africa and get himself some cute and cuddly African Elephants for war, but haven't tried it
