Lusitann is a good one perhaps because they only start with one province and are in deep financial trouble if you dont get rid of their armies or start conquering.

As the Aedui you can keep the tribes somewhat separate, as they have lots of regional tribe specific units and ethnicities for FM's. Sadly when I ended the campaign the Aedui bloodline had nearly died out with only one Aedui family member from a total of about 25, but that's just my luck.

I have to say Carthage, you can always count with never ending hate against rome, supremacy in the mediterranean sea, and elephants of course, dont forget about elephants:

Aedui, Rome, KH, and Carthage I'd say are good roleplaying factions for me.
