Insurgents on britaina campaign

do u people find that the insurgent penalty is a bit too high.
I have a large town at a corner of the map with 80% insurgent rating and the town is revolting with a full garrison of units.

I think they need nerf it down a bit.

Try sending in a high management governor or 2 and 3 spies: they'll up your culture more than 20% a turn.

I'm half way through a campaign as wales and think the insurgency/culture penalty is fantastic - stops you steamrollering across the map and producing top tech nation speicific troops the next turn...
