In what region and by what Celtic factions can Pictone Neitos be recuited?

I believe the one with Burdigala. But only either after the first, or the second reforms. I think they are regionals, so you should be able to get them with both Gaulish factions at least.

I conquered the two regions of Belgea with Casse but I cant seem to recruit any Belgea soldiers (except for spearman) What government type do I need to recruit them?

The majority of the Belgae units require at least the first Celtic reform.

More than that if you're looking for the Mairepos and Taramonnos, since those only happen after the second reforms. The only one you'll be getting after the first is Milnaht. And those are, well, let's just say you have better ones waiting back on ol' Albion.
