Well, the area known as Iraq used to be the provinces of Mosul, Baghdad, and Basra, which were somewhat arbitrarily thrown into one nation by the British after World War I. IIRC, Mosul was mostly Kurdish, Baghdad mostly Sunni Arabic, and Basra mostly Shia Arabic, and I think the only real effort toward resolving those differences was the suppression of the non-Arab-Sunni population by the Baathists. I doesn't seem that the differences have gone away or that the different groups have become very unified. I'd say no.
