descr_names_lookup.txt doesn't effect anything in RTW 1.5 onwards its redundant.
it doesn't matter if you have duplicates in text/names.txt, like most of those files it will just use the text translation that is lowest in the file so if you have
{fred} fred
{fred} Bill
you will get Bill in the game.
