Default No ships in the Mediterranean

In my romani campaign (BI, Money-Balancing, Ultimate AI, Sinuhets Formations, Kervannos take on units) I finally started the first punic war, took Sardinia and Corse and am now conquering Sicily...And was surprised that the Carthaginians did not fight back although they have a really strong military.

Then I toggle_fowed and searched the map. They had no ships. As had anybody else! On the whole map I only found two depleted Mak fleets west of Asia minor.
And a bunch of pirate fleets close to Denmark and some measly ones in the red sea.

Did this happen to anybody else? And does anybody know what caused this? Could not have been the pirates, as there are none in the whole mediterranean. Can't be money as some factions are stinkin' rich. Can't be that ships are somehow broken, as the KH repeatedly invaded me in the first part of the game.

And does anyone know, how an AI-faction decides to build fleets?

Or can anyone tell me easily how to spawn a carthaginian fleet off Carthago? They are push-overs if each part has to fight for itself.

That might be your game only (not sure if the mini-mods have something to do with it).
In my game there are fleets around, although not many.

I wish my game had no ships!! Pirates and enemy fleets are the bane of my life!!

Thanks for the reply. I am playing with BI though (as stated at the beginning of my post ). And there are no pirates in the med . Has anyone ever seen all the pirates from the med migrating to the north see after some turns? That could be an explanation.

Maybe it's a crazy side effect of having so many mini-mods running at once?

In most of my games, at least a few med powers have some big fleets by 240 B.C.
