Playing for Saka I was a bit surprised when I was able to build level 4 warlord camp (called something like Shardar's camp) and it didn't add any new unit. I'm not sure if even high king's courts add anything. Is it a bug or there'll be some new Saka units in final version?

Btw, Saka has no recrutable cataphracts???

Some of the Saka units are only available through reforms, meant to represent the shift of Saka culture to a more Hellenistic one, I think this is supposed to be when the Saka invades Baktria and the Indus, however IIRC they have not been implemented yet and are triggered by the vanilla RTW reforms.
AFAIK Saka are one of the most incomplete factions, hopefully some new units in a new release, I'm sure someone who knows much more about this can clarify for you :)

If I'm not mistaken, the Saka reform doesn't even happen at the marian trigger. There is a fix somewhere around here, but I'm just waiting to play factions like Saka and Hayasdan until next release.

Afaik Saka reform is triggered by conquering particular towns.

Not yet, friend. I think that's set up for the next release, but I'm not 100% sure.

Anyone can clarify. In some pre-dynamic era these reforms were tied to the Vanilla Marian reforms (a sure way of ensuring reforms; instead of a continuation...), and at some later stage the dynamic conditions were coded in. However, the marian reform requirements persisted; hence the fact that 9 out of 10 times the reforms LOOK broken.

Hence, my gut feeling that there is another 24K onwards city in Italy apart from Roma.
