err yeah kindaish, Its the prerequesite for farming estates that give you income bonuses but take away some public order due to the fact that jobs are taken away from the free land owners and then owned by a single aristocrat and employing slave labor.

You'll find more and more "first step" levels to our building complexes. This allows us to branch more effectively the mid and high levels of a given complex, but it means we wind up with "coastal clearing" and "basic sanitation" and "grant of land" and "temporary military government" and such. It's a little first step in the complex and it gives us tons more flexibility.
