You'll find more and more "first step" levels to our building complexes. This allows us to branch more effectively the mid and high levels of a given complex, but it means we wind up with "coastal clearing" and "basic sanitation" and "grant of land" and "temporary military government" and such. It's a little first step in the complex and it gives us tons more flexibility.
