No, not necessarily. You can discover America as soon as you can have ocean-going ships at your disposal. Just send them into the sunset, eventually they´ll reach the New World. I´m not sure whether or not the AI factions try to discover the New World as well, my impression so far is that they don´t, so basically it´s up to you as the player to do the exploration.

but you can't get the ocean going ships until the "world is round" event
