    You can build the lower levels of factional barracks anywhere; higher levels require progressively more homeland-type governments, until you can only build level 5 factional MICs in a gov1 province. It works inversely for regional MICs.

    That said, in many cases there's absolutely no point in building a factional MIC outside your homeland - for the Romani in the pre-Marian period outside of Italy, for example, if memory serves - because of the AOR restrictions. Same thing in reverse for regional MICs. Of course there's a large transition area.

    However, the troop types available are determined by the MIC level and the AOR, not by the government. The government just determines what MICs you can build.

    A lot of factions, eg the Successors, share many of the same units. So building factional MICs in those lands beeing one of them is always a good idea. Other units, like Hoplite or Hippeis, are widespread available. If these are part of your factional army you will build fac. MICs there to.

    If I have the time and the money, I build both factional and regional MICs everywhere. With exceptions: for example pre-Marian Romans.

    That means I have to tear down my previous MICs when changening goverment?

    When you want both types of units then you build first govIV type and when you have all regional MIC destroy it and build higher gov type..

    This is considered somewhat of a cheat in EB, which, if we could, we wouldn't allow to happen. Unfortunately hardcode restraints means we can't stop the player from doing this, even though we wish to.

    I don't know if a cheat is the right word, more like an exploit in certain circumstances.

    But unless you use process_cq you'd need to spend ~10 years on upgrading the regional MIC and then switch to a different gov and upgrade the factional ones (more years passing).

    You could roleplay a change in administration where after you consolidated the area with some powerful regionals you then switched to a more direct control of an area bringing your factional troops in while still retaining the ability to draw on your powerful regional troops. Although it would be better if you would wait until the puppet ruler died.

    I believe examples of the above can found in history but the time span would be longer than 20 years.

    I thought I heard somewhere that it wouldn't be possible to do that "cheat" in 1.0. Has that since changed? Am I thinking about EB2?

    We tried a thing to prevent it, but it became convoluted and not worth the time to work around the hardcode. In EB2 we will probably revert to the 0.7 single MIC as we then can once more require combinations of buildings for access to units rather than just the barracks.
