We tried a thing to prevent it, but it became convoluted and not worth the time to work around the hardcode. In EB2 we will probably revert to the 0.7 single MIC as we then can once more require combinations of buildings for access to units rather than just the barracks.

Are you supposed to be able to build factional MIC's right after setting up a province's new government? I've been playing as the Romans and in all of the provinces I have conquered, even the homeland provinces, I only have the option to build regional MIC's.

Only after the Marian reforms can you build factional MICs outside of homeland areas (type I govs). Read the FAQ.

Taras and Rhegion are towns were I always end up with the best regional and factional MICs. They start with level 4 goverment in Camillan times and get citizen rights (level 1) in Polypian. So I can raise the complete Greek auxiliar stock plus all Roman units. That's ok for some time: the equipement is still around and so are the men who know how to use it. You should restrict yourself to, for example, having raised a Roman unit there before you raise an equal Greek unit (eg. raising Hastati before Peltastai) and should not raise any more Greeks there after Marius.
