Question Help, Please: Adjusting Upload/Download Ratio?

I may be chasing a mythical creature, but here's the deal: In Brooklyn, a friend showed me a little app that would interface with my Time Warner Cable Modem, and allow me to adjust my upload/download speed ratio. It was pretty neat. I maintain a family web site, so being able to push my upload speed way up was nice when I had to do updates. Suddenly my updates became very quick and easy.

Can't remember the name of the app. Googling has yielded nada. Now I'm using Charter Communications, so I don't even know if the app would work if I could lay my hairy mitts on it.

Does anybody know about the kind of app I'm talking about? Anybody have a URL? Was this a short-term loophole that only applied to Time Warner, or might I have some luck with it out here in the sticks?

I'm asking because the family website has grown kinda monstrous, and the updates are killing me. I pretty much have to set the process in motion and go to bed. Being able to tweak my UL/DL speeds would be a serious timesaver.

Thanks in advance to the technical ninjas who may or may not come to my aid ...

I realize this is of no help at all, but just out of curiosity, what is your upload speed?
