you can still trade things by building trade posts, you just won't make as much money. it generates local income, i believe.
The Seine was quite navigable in the Middle Ages as far as the Ile de France, remember that the Vikings launched an attack on Paris by sailing up the river.

If I don't need to build anything just yet, I'd build a trading post. It's going to pay for itself in 16-20 years and make money after that.
