Yes, I think it was the Spartan Agoge system IIRC, although I'm not quite certain what it does (too many previews lately to remember right now)...
I've often wondered why the KH type I gov is based on the Spartan Agoge as opposed to the Athenian Democracy? Did not Chremonides, ruler of Athenai, found the league? Was a spartan proclaimed first Hegemon? Or (more likely) was there no such thing as a Hegemon of the Chremonidean league?
If that's the case, why was Sparte chosen as the capital when Athenai started the league?

It is almost impossible to accurately depict the league within the RTW confines though, whatever the EB team did the faction in game would be ahistorical. I think it's a real pity as I enjoy using the KH but I keep getting to a certain stage, defeating Makedon and the Epirotes, and thinking to myself "there would be a civil war or something about now," and then I have to use someone else. I think I'll leave my Greek campaigns for EB2 where I'm sure the team have some exciting plans for the Greek city states.
