Well, when's this whole thing going to be starting? I'm chafing at the bit and raring to go and add my discordant voice to senatorial debates. XD And this will then become the OOC thread while an official thread is begun, right?

That is correct, Pezhetairoi. This will remain our OOC thread during the game, as creating an actual OOC thread would be redundant IMO, and this way we'll keep all OOC discussion in one place for easy reference.
We'll also be beginning as soon as possible, as there is still a few minor things that I must do. The constitution is all but completed, and several members have been very helpful regarding this area of our game, most notably Glenn and Boru. I thank them for their input, but have completed our in-game constitution, and now plan on moving forward.
That being said, check back as often as possible. I may put the council thread up as early as tomorrow evening, but I require Sassem online before I do. I will post our official nominations for Shophet in the announcement post (post #2) of the council thread, with voting to be held over the next 24 hours. The usual time for the first Shophet's term may be reduced so we can make our scheduled live meeting next Saturday.
I ask that all members now PM their X-Fire addresses (or a mssg saying you won't be participating in live debates), and the time you'll most likely be available every Saturday, so that I may compile them and give them to Sassem who will have them input into a spreadsheet for quick and easy reference. This will also give me an official tally of our player list, so no-shows and inactive players will be done away with/demoted.
Think of this as the official roll call. If you do not PM me, then I will place you on an inactive list. You will not be taken off of this inactive list until you PM me here. This is a way to keep tabs on who is in, and who may need to be done away with (no-shows), or demoted (inactive governors). Thank you for your cooperation.
I also personally apologize for any problems our members have had with the SSbQ Succession Game Mini-Mod, as it were. Spoofa has changed several aspects of our game and working out all of the bugs does take some time. I do STRONGLY encourage that you make certain to create a back-up of the original files that are overwritten (although I may provide a link to a fresh unaltered set of files as a back up before we begin the game).

I forgot to mention GMT. I assumed that most people knew. I apologize.
I will now post our constitution as I have finished it, and I ask that Glenn and Boru review and post any queries or concerns they may have, as there ideas were instrumental in allowing me to create this. I took ideas from both, as both had some fairly different thoughts on play (one prefers faster play, while the other prefers slower play....I am somewhat 'in the middle' as it were).
I think I've found a good middle ground between both extremes.
These rules will be found in the OP of our council thread....
Official SSbQ Succession Game Constitution
On the Powers of Shophet
1) Any council member can run for the office of Shophet (senators and governors).
2) To run for Shophet, all nominees must express their wish to run before 11:59 P.M. EST (7:59 P.M. GMT) on the Wednesday preceding the election.
3) The Shophet will be elected by a council of his peers on the Friday of every week. Voting will take place over a period of 24 hours in the Council Thread. We will not use live chats for voting.
4) The Shophet will begin his term at any time following the live council meeting held on every Saturday (time pending), but must complete his term by the following Thursday.
After the Shophet posts his savegame, the next group of candidates for Shophet will be announced, and the process of voting will begin again.
5) The Shophet does not vote on matters in the council. He acts as judge of the proceedings, breaking tie-votes and guiding the general direction of the proposals based on strategic decisions.
On the powers of Council Members (Governors and Senators)
1) Senators recieve one vote per proposal in council, while Governors recieve two.
2) Governors have 24 hours to complete battles in the field and return the save game, or the Shophet will confiscate the battle.
3) Battles fought by Governors are fought out by their respective members, barring extenuating circumstances to be decided by the Gamemaster.
4) Senators will move up in rank based on many things, but not limited to; activity, maturity, and general service given to the empire.
5) Council Members can amend these Constitutional Rules, or add addendums, during council by a formal proposal at any time during the course of the week. These will be voted on at the live debate (although a mechanism will be made available for those who cannot attend). The following format will be used for Constitutional Proposals in the council.
Constitutional Proposal 1.1 where 1 is the term of the Shophet, and .1 is the number of the proposal. So Constitutional Proposal 14.6 would be the sixth offical Constitutional Proposal made during the fourteenth term of our game. These issues will be voted on before the next Shophet begins his term.
6) Other proposals, known as Strategic Proposals, which include such things as building construction and troop recruitment/allocation, can be made at any time during the course of the week. These will be voted on at the live debate (although a mechanism will be made available for those who cannot attend). The following format will be used for Strategic Proposals in the council.
Strategic Proposal 1.1 where 1 is the term of the Shophet, and .1 is the proposal number. So proposal 14.6 would be the sixth official proposal made during the fourteenth term of our game. These issues will be voted on before the next Shophet begins his term i.e. the 15th term of our game.
