That's pretty normal Ptolemaic Empire, but in that particular game Bactria's been doing much better than it usually does. Well, for example, refer to my screen maybe four posts above. :p

Heh well that sort of Blue Death happens when they manage to knock out both the Saka and Pahlava in the first 20 years, on EXACTLY the same turns which I killed Maks and Epeirotes, respectively. Though I've figured out that most of the time its the FMs rather than army composition that really accelerates Swebic, Ptolemaic, and Baktrian expansionism. Eventually they get some gold-chevroned puppies and that is when the break out happens. Especially with the Sweboz as their armies are mainly inferior to the Celtic ones they beat on (ie they have better low-level troops but high end Celt units are more plentiful and punch just as hard, if not harder).
However, the effect is most easily seen with the Sweboz. Both Ptolies and Baktrians are capable of getting triple-silver and gold chevroned armies, which will be virtually indestructible in the auto-calc AI wars, esp since they will invariably have the gold FM. I've already killed 5 gold chevroned Ptolie FMs and 2 or 3 Baktrian ones, and routed two full stacks of triple silver Ptolie armies. Now its just a matter of shipping my 3 stacks of all-pikes over to annihilate the Yellow.
Also, I agree that the Ptolies would eventually have beaten the Baktrians had it come to it, since they could use the factional and regional AS buildings whereas Baktria only has access to the regional ones and usually neglects to build the factional one, which means it would be pikes vs non-pikes for the slow win.
