I'll spoil the fun and answer:
All reforms that aren't listed in the FAQ are not actual reforms (you don't have to do anything) or they are tied to the Vanilla Marian Reform even or "March of Time" event (Imperial Palace in non-Roma central Italy).
In this case it is the later.

15 years? I got my hysteroi pezhetairoi in 215 BCE in my campaign. I guess the war between Rome and Epeiros is to blame for that though. Not that I need hysteroi pezhetairoi.
