I have built the second to highest faction barracks in Kart-Hadast and still I cannot even build the Heavy Liby-Phoenician Spearmen, though it says in the building description that I can. Am I missing something? Any info would be appreciated.

Carthage has reforms now IIRC.
I'm not sure what triggers them though.

nope, because of the way these reforms work they appear in the building details before they are availabe to recruit. It is the same for the Indogreek Reforms for the Saka and the late era units for Sweboz.Thanks! The Celtic and Roman Reforms still work like in the previews builds (they use a different behind the scene system) and so for them the reform units only appear after the reform happend. The Makedonain / KH Reform have still the vanilla Marius Event.
Just out of curiosity, the KH reform is different from the Agoge system yes? Is it a 'might have happened' sort of thing. I was just curious what sort of reforms the KH might have had aside from Iphikrates....but that was ~350 BC IIRC.
