thanks for the insight Barrabas, technically you should be able to recieve the governor of Gallia Cisalpina in either Patavium, Bononia or Segesta i was unsuccessful in acquiring the trait in my current campaign. i'll try to give it another shot today. i'am also having the same problem with the governor of Achaea. anyways, the provincial governor is a great addition something that i used to roleplay on my own and i am extremly delighted that the EB team included this feature. it makes the experience 100% genuine
