Just to clarify here, the EB team does not call the Regional Pacification a "type 5 government." It has come into use in the forums but not in any official sense. IIRC it was distinguished this way on the EB building map as shorthand to refer to that, but it's not supposed to represent a legitimate form of government beyond a temporary military crackdown and imposition of order after conquest.
