Maybe it represents the supression of Samite national pride or something, trying to keep them in line. I'm sure someone who know will shed some light.

Samnites are in the Factional MIC not the Regional MIC for the Romans. The reason being that if the region is producing Legionaries (in the Marian Era) the Samnite must have switched fighting styles.

You can have from your factional MICs

    Only Camillan Time:

    Milites Samnitici (attack 10 / defense 21)

    Camillan and Polybian Periode:

    Pedites Extraordinarii (attack 10 / defense 24!)
    Hastati Samnitici (attack 14 / defense 20)
and the Equites Campanici (attack 8 /defense 23)

plus of course the prohibitive expensive Equites Extraordinarii.

But you have a gab, because Rome is one of the few factions that cannot raise Leuce Epos, Germanic Ridnaz and Thrakian Hippeis from regional MICs. That is because you get similar units from factional MICs, but only after Marius. So if you conquer those lands in Polybian times you are missing something.

From what I'm aware, there is no samnite cavalry in EB.

No, you don't get factional units out of regional MICs. If you build a Gov. IV in Capua you'll end up with Akontistai and Toxotai.

What happens if you build Gov. III, II or I in Capua? I don't mind the Toxotai but don't care to much for the Akontistai.

I must apologize: without Gov I you can't raise anything in Capua, save for the merc. generals.
