Recruitment Viewer provinces?..

I just downloaded the recruitment viewer (great prog, huge thanks to the devs!).

However, there appear to be some inconsistencies with the provinces being marked as Homeland/Expansion.

I was looking through possible ways of expansion for my Qarthadastim campaign, and I've noticed that, for example:
Edetania (with the city of Arse) is marked as Homeland, but in the actual campaign it has the thrice-damned "Alliances available" marker;
Same for Mauretania Massaesili.
I'm not really far in the campaign, so that's all I've noticed for now. I've got my doubts about Turdulia, it was rebel at the beginning (now owned by the Lusitanians), so I doubt it's homeland either.

Also I'm not sure if "Expansion" on the RecViewer is supposed to represent "Alliances Available" or "subjugation"? And those which are not marked at all, what governments can we build there?
