It takes just a few seconds here, check your IE shortcut whether it leads to "program files"(IE 64bit) or "program files (x86)"(IE 32bit), I didn't let it run on the 64bit one but like I said, took only seconds in 32bit.

edit: Doesn't seem to work in 64 bit at all so I guess the problem lies elsewhere.
