Does doing the Persian reforms gain you Armenian troops in the territories they apply to ?

If they don't is there even a point to doing them ?

By having type 2 governments in those territorys, you have acces to a type 4 mic of your factional troops, which in most cases in the eas gives you persian kinsmen cavalry and persian hoplites. You should take a look at the recruitment viewer for more information.
