If you have Kingdoms, there are at least 5 data files. One for the main 1.3 game, and one each for each of the Kingdoms games (in mods file).

If you want to use the Horsemen Map Pack in a game, the files must be extracted to each data location you wish to use.
Note: The easiest way to do it is to extract the files to your desktop, then copy them to all of the data file locations.
Then you will have to modify the desktop icon link to the particular game you wish to play with the Map Pack.
This involves changing the Properties Target by adding:
(a space and)--io.file_first to the Target:
For example to add the Map Pack to the Teutonic game:
1. Right click on program icon.
2. Select Properties.
3. Change:
"C:\Program Files\SEGA\Medieval II Total War\kingdoms.exe" --features.mod=mods/teutonic
To:
"C:\Program Files\SEGA\Medieval II Total War\kingdoms.exe" --features.mod=mods/teutonic --io.file_first
4. Select Apply.
Changing the 1.3 version may require more alteration, as the launcher may need to be discarded. I have not done this yet but think if you want to, it would go something like this:
From:
"C:\Program Files\SEGA\Medieval II Total War\Launcher.exe"
To:
"C:\Program Files\SEGA\Medieval II Total War\medieval2.exe" --io.file_first
Will have to try it?
But above is enough to play the Teutonic game with the Map Pack.
P.S. Only the host has to have the Map Pack, but to practice in custom battles, of course you will have to have it too.
