They're areas you have to 'sack'. That means you have to conquer them once, but you do not have to hold on to them.

This may be an extremely strange question, but what happens when you meet your campaign objectives? Is the game over? I've never played through a campaign that far, but I've always been a little concerned that the game would end right when my empire was getting impressive.
The turn after you complete your victory conditions you get a pop up that says you've won, but you can still continue playing if you want.
If you happen to conquer ever province on the map the Game will stop you from playing but. Only did this in Manilla as the House of Br...umm...Eastern Romans.
