Getai recruitment?

So I'm playing a Getai campaign & have been desperate to be able to recruit Rhomphaiaphori since they were previewed.

I have both native & regional MICs at level 4 in Naissos but still can't train them.
I've tried both type 2 & 4 governments with no joy.
According to the recruitment viewer, I should also be able to get Thracian Peltasts & Prodromoi too but they aren't there either.

Is there some sort of reform or am I missing something obvious?

you have a factional MIC 4 in Naissos and can't recruit them? that shouldn't happen.

Hmm, it seems I may have gotten confused between Naissos & Buridava when looking at the recruitment viewer

I thought I'd gotten to lvl 4 factional at Naissos but maybe its not since I can't get the thorakitai stratiotai there currently.

Have to wait for the allied general to die before I can change back to a type 1 government. (tried to build up the regionals since factional didn't seem to be getting me anywhere)

I'm now building a lvl 4 factional in Kallatis & it lists both my lusted after Rhomphiaphoroi & the Thracian Peltasts as recruitable
