how do u make other factions playable?

i remember in MTW i could make all the factions playable, but how do u do it in RTW? im new to rtw

Hiya Pittbull, and welcome to RTW.

Go to your folder "Rome - Total War\data\world\maps\campaign\imperial_campaign", make a backup of desc_strat.txt and then open it.

At the beginning of the file you will see this:

i did that and it gives me error message when i try to save it
it says:

"cannot create the C:/ProgramFiles/The Creative Assembly/Rome - Total War/data/world/campaign/imperial_campaign/desc_strat.txt file

make sure the path and file name are correct"

?????
