Combining Units

For some reason I seem to be having trouble combining understrength units. I try dragging and dropping in the detail window for the army but that isn't working. What am I missing here?

I know this post makes me look like an idiot, but it is bugging the heck out of me. I do what the manual says but I can't get my units to merge. Anyone? Anyone? Bueller?

You can't merge if there is a general in a unit (you can merge a non-general with a general stack, but NOT 2 general stacks).

Oh and don't merge em on the euh map, but you need to merge them in the window in the middle below.
