Trying to move Sweboz Character

Ok one of their generals has been stuck in the same place forever it seems. I want to move him so he might take some action. Since his full stack army could take a town or two and let the Sweboz expand.
I know the correct command but i am not sure how to type in the a with the ` over it, can any one help me?

also as a side note. in historical year notes, in 247 bc there is a sentence about pontus being in the 26th year of their kingdom while in the first paragraph it states it is the 51st year or something.

If you install a Norwegian keyboard layout you can type the é by pressing AltGr+the key to the left of backspace then e, and è by pressing Shift+the same then e. I don't know how to do it with other keyboard layouts.
