Im playing Baktria,Its 254 BC.Nisa just rioted, and this killed the puppet ruler inside,I own Nisa almost from the start of the game. Then fog of war covered all of the province, even though i still have troops there.
    Heres a pic.

Sorry i didin't click the army box.Anyway I have a depleted unit of Nizagan-i-Eranshar and a depleted unit of Thanvabare Payadhag.I can also take a pic with the units,if needed.

I think someone else reported a similar thing. What happens if you move your army out and back in? Still "lights out?" I suggest you create a watchtower there to work around it.

Having problems getting EB2 to run? Try these solutions.

Nope, moving troops out and in didin't help.I reloaded the game one turn before the riot and it seems to be fine now.

Hate to say it, but that is "an RTW bug". It happened to me a couple of times in a long Roman campaign in RTW 1.0 I played. It's rare though, thankfully.
