Romani Reforms
In my game, I conquered Segesta, Bononia, Messana, and Syracuse by 242BC and I built the second level MIC in Segesta after 242BC. For some reason I have only gotten the reforms to occur the first time I played EB. This is the fourth time playing as the Romans, it is currently 198BC Winter, and I want to get the Polybian units, but I for some reason I can't.
