Hey I was wondering if romans ever get seige machinery. I mean I played as the gauls and I had it. So wouldn't rome get it? And when?

Build a school in any of your starter cities that have a level 5 factional MIC.

I'm guessign it has to be the highest level of school also?

You have to wait until the Marian Era to get siege equiptment for the Romans. Until then, you have to do as the Romans did and steal other people's siege equiptment.

Stealing? So like bribing them? Is it even possible to have em before marian reforms?

Yeah, bribing. It can be hard to find some to bribe right when you want them, though. Other than bribing, no you can't get them before the Marian Reform.
