    Default Peace Dividend?

    I don't know about everyone else, but there comes a time when I have pretty much secured my Empire with highly fortified and key strategic provinces (Constantinople and Gibralter . . . anyone?) with about ten stacks of the troops stationed there and just look for other fun stuff to do in the game. Here is my "peace dividend" vision of the Holy Roman Empire:

    1. Every conceivable upgrade in my Home Province of Swabia
    2. Every conceivable maritime upgrade in my Naval Base of Friesland
    3. All military production facilities in every province but Swabia, Friesland, and Border Provinces decommissioned (BRAC can be painfull)
    4. Every conceivable economic upgrade built in every province (80% farming in Switzerland - why not!?)
    5. An inn, tavern, brothel, and church in every province.
    6. One of every type of agent (except inquisitors) in every province.
    7. An inquisitor in every foreign province.
    8. Two ships in every sea zone.
    9. The tax rate as low as I can get it in every province and still break even every month.


    Did I miss anything??

    Umm looks pretty complete to me. I usually also max out the build for any troops that gain valour from being built in a specific provence. Eg., with England its maxing all build requirements for Billmen in Mercia, Longbowmen in Wales, etc, but you might have covered that with:

    3. All military production facilities in every province but Swabia, Friesland, and Border Provinces decommissioned (BRAC can be painfull)

    Other than that what does BRAC mean?

    Sorry, Man.

    BRAC stands for Base Realignment And Closing. It's the process the Feds go through when they slate military bases to be closed down, decommissioned or repurposed. There is usually a gigantic political peeing contest that involves putting a ton of installations on a long list and then congressmen argue about why the base in their district should be saved from the chopping block. It's sepecially hilarious when a National Guard unit is in jeopardy and a governor gets involved.

    This is quite a dangerous strategy as if you're taken by surprise by a civil war or faction reappearance then you could end up holding all of those provinces without military structures. Also if an enemy manages to push through into your central provinces they could wreak havoc with you being unable to move stacks into position in time.

    Some provinces, particularly the desert provinces and some of the northern ones are simply not worth farming upgrades. It will take eons for you to make back your initial outlay.
