I really don't know how they differ from the previous formations, because I used Darth's formations in 0.81. I know that the size is much larger than the former file's, and that The_Mark's been doing all kinds of crazy things to it. It works pretty well for me, even better than Darth's.
There's a very old preview of formations somewhere around this forum.
The formations aren't exclusively for single factions (bar a couple more exquisite ones), but factions have a strong preference for their own formations.
So does 1.0 have diferent formations from 0.8?
