Those happen when a faction is destroyed, and all of the agents/characters go to the rebel side.

Lulz... Why are you posting it in the EB section when you're playing vanilla Toon: Total War?

I've seen this in RTR as well. Probably has to do with destroyed factions, but I really don't see anything that could prevent the Slave faction from recruiting them normally (in RTR 6.x players would often report dozens of rebel diplomats in Britain, which has no factions there).
When I first saw the minimap my very first thought was "Dang that's some good progress as Epirus, and Rome sure seems to be doing well after getting pushed out of Italy"
So that's what vanilla looks like...
Well to make it short, I recently got him into playing this game. :)
EB would be a to tough start for him, therefore he went with vanilla as his first campaign.
Yesterday I was at his place, and he made me see the progress he had made.
And there I saw a rebel diplomat, which even offered him a ceasefire the next turn. :)
And to answer another question, I only use the EB forum.
That's why I posted this here, and I'm sure it isn't such a big deal even though it's only vanilla... :)
