The last time I tried it(can't remember who) I gave large amounts of cash(200,000, I think) away to support a faction that was being bullied by a faction I didn't like, but I didn't see any change in the situation.
I'm quite sure it works. The Aedui and the Macedonians would have been wiped out long ago without the financial support I give them.
