Is there a map of were you can build client states for the saka?

Cause so far its none existant . Nearly everywhere is basically nomad expansion territories . Is there a map of were you can expand and build client states ?

Hell what is the building order for them ?

I've never played as the Saka, but I think you can build Type IV government's everywhere.

They don't have a standard gov't system .

I believe there must be no nomad or mixed hidden resource in that province for a type4 govt to be able to be built there (for nomads). Otherwise it has to be nomadism or pastoralism.
