I wander how u get it? ive got "nomad market" in Khiva, 'Large settled comunity', 'Royal horse herds', but can`t upgrade to the 'reformed pastoralism'.
Only 2 causes i think:
1. 'High Kings Herds'
or
2. 'Great market'

Any suggestions?
