From what I've heard until the French invented modern conscription in the 1790's armies larger than 100000 weren't common. In fact when Leopold I raised an army of that size it was the largest in europe.
Also a little googlage on Austrian armies in the 17th century turned up this page on Leopold I.

It Said Austria had a army of 90,000 in 1701 (in the notes). In the War of the Grand Allaices:

it said France had a army of 450,000, but it was a paper figure, and actually only had about 300,000-350,000. England Had about 35,000-44,000 and Dutch had about 37,979 Sometime in the Late 1600's (don't remember the year, saw it on a army link which only had a few armies sizes here and there,mostly in the late 1700's). Check the Notes for some intersting army stuff.

And from what I've read the English weren't much for keeping any kind of large standing army either.
